How the firm is organised

Named desks, staffed on every engagement.

Every engagement is delivered through the same structure, whether the client is bidding in Texas or in Maine. Structure is what makes a 10 day standard possible.

Desk 01

Capture and Proposal Desk

Owns the bid or no bid decision support, the compliance matrix, drafting and submission packaging for every proposal engagement.

Desk 02

Compliance Review

Runs the independent second stage review. Every draft is checked against the solicitation, line by line, before submission.

Desk 03

Research and Opportunity Desk

Scans SAM.gov and all 50 state procurement portals daily, tracks amendments and deadlines, and maintains the opportunity record for each client.

Desk 04

Local Growth Desk

Delivers Dead-Lead Revival campaigns: list preparation, message sequences, consent checks, booking support and daily reporting.

Desk 05

Client Delivery

Coordinates every engagement: intake, document collection, schedules, status updates and delivery standards from kickoff to close.

Standard

Confidential, documented, responsive

Engagement letters on every matter. Confidentiality as standard. A response to every client message within one business day.

How a bid gets done

A 10 day process with no surprises.

Seven steps, run the same way on every engagement. Clients always know what stage a proposal is in and what the firm needs next.

1

Scan

We read the full solicitation, amendments and attachments. Not just the summary page.

Day 1
2

Score

We score fit, past performance match, price position and the time left before the deadline.

Day 1 to 2
3

Bid or No-Bid Memo

The memo is free. One page, a clear recommendation, and reasons the client can check independently.

Day 2, Free
4

Compliance Matrix

Every shall, must and required form becomes a line item. Nothing is left to memory.

Day 3
5

Draft

We write the narrative around the client's real strengths, staff and results. No generic filler.

Day 4 to 7
6

Compliance Review

An independent review pass checks the draft against the matrix, page limits and file rules.

Day 8 to 9
7

Submission

Final files are packaged and submitted with a checklist the client keeps for their records.

Day 10

If a deadline is under 10 days, we say on day 1 whether it is realistic.

We do not accept a fee for a bid the firm cannot finish to standard. That candour is part of the product.

2010 to 2015

USAID programmes, West Africa

Principal Data Scientist at a national financial services firm, leading a data science team and executive reporting where accuracy was audited and errors carried a cost.

2019 to present

Generative AI Architect, Fortune 50 telecom

Government Proposal Writing Services: Bid-Ready in 10 Days

A complete proposal practice for small and mid size firms pursuing federal, state and local contracts in any of the 50 states. One flat fee, published here. A free bid or no-bid memo before any fee is discussed.

The market

The opportunity is national, and it is published every business day.

Federal, state and local agencies publish solicitations continuously. The firms that win work are usually not the largest. They are the ones that respond on time, in full compliance, with a credible narrative.

$176.4BAwarded to small businesses by the federal government in FY2024, per SBA figures
$774BTotal federal contract spending in FY2024, per SBA figures

Small business share of federal contract spending, FY2024: about 23 percent. Source: U.S. Small Business Administration FY2024 procurement reporting. This is market data describing the size of the opportunity. It is not a record of this firm's results.

State and local opportunities are published every business day on top of the federal market, across all 50 state portals and thousands of local agency sites. Our Research and Opportunity Desk monitors SAM.gov and all 50 state portals daily, so a client's pipeline is never limited to one state or one level of government.

Deliverables

What the client receives, in full.

Deliverable 01

Bid or No-Bid Memo

Delivered free, before engagement. Fit assessment, competitive read, compliance risk and a clear recommendation with reasons the client can verify against the solicitation itself.

Deliverable 02

Compliance Matrix

Every instruction, evaluation factor, required form and submission rule in the solicitation, mapped to a proposal section, an owner and a page. The matrix governs the entire engagement.

Deliverable 03

Complete Proposal Draft

Technical approach, management approach, staffing and past performance narratives written from the client's own facts, structured against the evaluation criteria in the order evaluators score them.

Deliverable 04

Two Stage Review Record

A drafting review for substance and evidence, followed by an independent compliance review against the matrix. Dozens of checkpoints are cleared and recorded before submission.

Deliverable 05

Submission Package

Final files formatted to portal rules, named correctly, with page limits and file types verified. The client receives the complete submission record and checklist.

Deliverable 06

Debrief Note

After submission, a short written record of what was submitted, when, and through which portal, held with the engagement file for the client's own audit trail.

Timeline, day by day

Ten business days, stage by stage.

1

Day 1: Scan and intake

The Capture and Proposal Desk reads the full solicitation, all amendments and attachments, and confirms the deadline, portal and submission rules.

2

Day 1 to 2: Scoring

The opportunity is scored on eligibility, capability fit, past performance match, competitive position, price position and time available.

3

Day 2: Bid or No-Bid Memo

The client receives the free memo. If the recommendation is bid and the client proceeds, the engagement letter is issued the same day.

4

Day 3: Compliance matrix and outline

The matrix is built, the proposal outline is set against the evaluation criteria, and document requests go to the client in one list.

5

Day 4 to 7: Drafting

Narratives are drafted from client facts. Client Delivery holds one structured review call in this window, so questions are resolved in days, not at the deadline.

6

Day 8 to 9: Two stage review

Drafting review for substance first. Then Compliance Review checks the full draft against the matrix, page limits, forms and file rules, independently of the drafting pass.

7

Day 10: Submission

The package is submitted through the correct portal, confirmed, and the submission record is delivered to the client.

The price on this page is the price in the engagement letter. If the scope of a solicitation is materially larger than standard, the firm says so in the free memo, before any commitment, and states the fee then.

What the client provides

  • The solicitation link, or the agency and deadline if the link is not to hand
  • SAM.gov registration status, and state portal registration where applicable
  • Company facts: legal name, structure, certifications, insurance and bonding where relevant
  • Key staff details and the past performance the client wants put forward
  • Pricing inputs. The firm structures the price volume presentation, but the client's prices are the client's decision
  • One decision maker available for the mid engagement review call

Exclusions, stated plainly

  • No win guarantees. Awards are decided by agency evaluators. The firm guarantees process and delivery standards, never outcomes
  • No percentage of award fees, under any structure
  • No invented content. The firm will not fabricate past performance, staff, certifications or references
  • No legal advice. Protests, eligibility disputes and contract law questions belong to the client's attorney
  • No rushed exceptions. If a deadline cannot be met to standard, the memo will recommend no bid

Bid Services questions

Questions specific to proposal engagements.

All of them. Federal work through SAM.gov, state work through each state's official procurement portal, and local work through county, city, school district and authority portals. Our Research and Opportunity Desk monitors SAM.gov and all 50 state portals daily. Select your state on the States page to see its official portal.
Yes. Most state portals allow out of state vendors to register and bid, and the free memo will flag any state specific registration, licensing or preference rules that affect the bid before a fee is discussed.
The standard fee covers a standard solicitation. If a requirement is materially larger, for example a multi volume federal proposal, the memo will say so and state the fee for that scope before any commitment is made. There are no surprise invoices.
Submission support is included. Depending on portal rules, the firm either submits under the client's authorised portal access or delivers a submission ready package with a step by step checklist and stays on the engagement until the confirmation is received.
Yes. Confidentiality is a standard term of every engagement letter. Company facts, pricing inputs and past performance records are used only for the client's own proposals and are never shared across clients.

Dead-Lead Revival: the 14 day pilot

Every established service business holds a list of past enquiries that went quiet after one follow up, or none. Our Local Growth Desk works that list for 14 days, in the client's voice, under strict consent rules, and reports every reply.

The offer

One flat fee. One performance element.

14 day pilot, flat fee$1,497
Per kept appointment+$75
List workedClient's own list only
ReportingDaily, in writing

The $75 is charged only when an appointment is booked and kept. Messages sent, replies received and appointments that do not take place are not charged.

Why it works

The list is already paid for.

Past enquiries came from advertising, referrals and reputation the business already funded. Most went quiet because follow up stopped, not because interest ended. Circumstances change: a roof leaks again, a case becomes urgent, a treatment becomes affordable. A courteous, well timed sequence catches that change, and it costs a fraction of acquiring a new enquiry.

State and local opportunities are published every business day for contracts. The same principle holds for demand: it renews daily, in every state we serve.

How the pilot runs

Fourteen days, step by step.

1

Day 1 to 2: List intake and consent audit

The client provides the past enquiry list. The Local Growth Desk checks each record for contact route and documented consent status. Records without a lawful contact route are excluded, and the exclusions are reported.

2

Day 2 to 3: Message preparation

A short email sequence is drafted in the client's voice and approved by the client before anything is sent. Text message wording is prepared only for records with documented consent.

3

Day 3 to 12: The sequence runs

Email first, across the window, with spacing that respects the reader. Texts follow only where consent is documented. Every reply is handled or handed to the client's team the same day, per the arrangement agreed at intake.

4

Throughout: Booking and daily reporting

Interested replies are booked into the client's calendar where access is provided. A written report lands daily: messages sent, replies, bookings, opt outs and records excluded.

5

Day 13 to 14: Close out and review

The pilot closes with a full results summary and a recommendation: stop, repeat on a fresh segment, or continue as an ongoing programme. There is no automatic renewal and no lock in.

Compliance guardrails

The rules are structural, not decorative.

Client's own list only

We work past enquiries the client's business collected itself. Purchased, rented or scraped lists are never used, in any state.

Email first

The sequence opens with email. It is the least intrusive route and the one with the clearest record for both sides.

Texts only with documented consent

No consent on file, no text. Consent status is checked record by record at intake, before the campaign is built.

Client is the sender of record

Every message is sent as the client's business. Replies, questions and opt outs reach the client directly, as they should.

Opt outs honoured immediately

Any opt out, in any wording, stops contact for that record at once and is confirmed in the daily report.

State rules reviewed before launch

Every campaign is reviewed against the telemarketing and consumer protection rules of the client's state before the first message is sent.

Fit

Trades where one appointment carries real value.

The pilot is built for appointment driven service businesses. It fits best where a single kept appointment is worth many times the $75 performance fee.

Dental and implant practices

Treatment enquiries stall on price and timing. A respectful reactivation sequence brings planned treatment back onto the calendar.

Family law firms

Consultation requests often arrive before a client is ready to act. Circumstances move, and the firm that follows up courteously is the firm that is called.

Roofing and remodeling

Quotes that went quiet after a site visit are the richest segment in most home services lists. Seasons and storms reopen them every year.

Med spas and elective care

Consultation lists build up quickly and age quickly. Short, well timed sequences keep the practice in front of its own past interest.

Real estate brokerages

Buyer and seller enquiries that paused with the market return when rates and life events move. Brokerages hold years of this latent demand.

Home services and trades

HVAC, plumbing, electrical and similar firms hold estimate lists that represent quoted, priced and nearly closed work. Revival starts there.

Pilot questions

Questions specific to the pilot.

Lists up to several years old can be worked, provided the contact details were collected by your business and consent records are understood. Very old records are handled more conservatively, and the intake audit will say which segments are suitable.
That is agreed at intake. Either your team takes replies directly, since you are the sender of record, or the Local Growth Desk handles first replies and booking under your direction. Either way, every reply is reported the same day.
An appointment that is booked through the campaign and attended by the customer. Bookings that cancel or do not attend are not charged the $75.
Yes. Multi location businesses run the pilot per location list, and each campaign is reviewed against that state's rules before launch.
A written close out summary and a recommendation. Continuation is a separate decision, on a fresh segment or as an ongoing programme. Nothing renews automatically.

Put your own list back to work.

$1,497 for 14 days, plus $75 only when an appointment is kept. Consent checked before anything is sent.

Government bid writing and dead-lead revival in all 50 states

Winwright Partners is based in Richardson, Texas, and serves clients in all 50 states remotely. Our Research and Opportunity Desk monitors SAM.gov and every state procurement portal daily. Each state page below names that state's official portal, explains how bidding works there, and covers Dead-Lead Revival for local businesses in that state.

Stylised tile map, approximate geographic positions. Texas, highlighted, is our home state.

50 states

The proposal writing process: seven steps, two review stages

Every proposal engagement in the firm runs the same documented pipeline, in every state, at every level of government. Process is the product as much as writing is, because evaluators score compliance before they score prose.

1

Scan

The Research and Opportunity Desk and the Capture and Proposal Desk read the complete solicitation: the base document, every amendment, every attachment and the portal's own submission instructions. Amendments are logged, because a missed amendment is the most common cause of a non compliant bid.

Day 1
2

Score

The opportunity is scored against the firm's published criteria, set out on this page. Scoring is recorded in the engagement file, not held in memory.

Day 1 to 2
3

Bid or No-Bid Memo

A one page memo, free of charge, stating the recommendation and the reasons. A no bid recommendation costs the client nothing and saves the fee and the fortnight.

Day 2, Free
4

Compliance Matrix

Every requirement becomes a line item with a section, an owner and a page target. The matrix is the single governing document for drafting and review.

Day 3
5

Draft

Narratives are drafted from the client's verified facts and structured to the evaluation criteria. Client Delivery holds one structured review call in this window.

Day 4 to 7
6

Compliance Review

Stage one review covers substance and evidence. Stage two is independent: Compliance Review tests the finished draft against the matrix, the forms, the page limits and the portal rules, checkpoint by checkpoint.

Day 8 to 9
7

Submission

The package is submitted through the correct portal, the confirmation is captured, and the full submission record is delivered to the client.

Day 10

Bid or no-bid scoring criteria

Every opportunity is scored on the same six criteria before a recommendation is made:

  • Eligibility: registrations, set aside status, licensing and bonding the solicitation requires
  • Capability fit: whether the client's real offer matches what the agency is buying
  • Past performance match: relevant, documentable work that supports the narrative
  • Competitive position: incumbents, likely field strength and published award history where available
  • Price position: whether the client can price credibly within the expected range
  • Time available: whether the remaining window supports the full standard, including two stage review

Delivery standards

  • Response to every client message within one business day
  • Engagement letter before work begins, on every matter
  • Confidentiality as a standard term, not an add on
  • Two review stages on every proposal, without exception
  • A written record at every stage: memo, matrix, review record, submission record

Compliance checkpoints

Dozens of checkpoints, cleared across two review stages.

Stage one reviews substance while drafting is live. Stage two is independent of the drafting pass and runs against the compliance matrix only. A proposal does not move to submission with an open checkpoint.

Stage one: drafting review

✓Evaluation alignment: every section answers a scored criterion, in the evaluator's order
✓Evidence test: every claim in the narrative is supported by a client fact on file
✓Win theme consistency: the same strengths run through technical, management and past performance volumes
✓Staffing accuracy: named roles and resumes match the client's real team and availability
✓Past performance accuracy: contract references, values and dates verified against client records
✓Price volume consistency: figures in narrative and pricing schedules agree, line by line

Stage two: independent compliance review

✓Required forms: every mandated form present, current version, completed and signed where required
✓Amendments: every amendment acknowledged and its changes reflected in the draft
✓Page and format rules: page limits, fonts, margins and file types within solicitation limits
✓Registrations: SAM.gov and state portal registrations active and matching the bidder's legal identity
✓Certifications: set aside and small business claims accurate and documentable
✓Portal submission rules: file naming, volume structure, deadline and time zone confirmed against the live portal

See the process applied to your bid.

The first three steps, scan, score and memo, are free. Send the solicitation and the firm will run them.

About Winwright Partners

Winwright Partners is a proposal and growth firm based in Richardson, Texas, in the Dallas Fort Worth metroplex, serving clients in all 50 states remotely. The firm operates two practices, Bid Services and Local Growth, under one standard: published pricing, documented process and candour about what work is worth doing.

The firm

What the firm does

Bid Services writes government proposals for small and mid size firms pursuing federal, state and local contracts, through Bid-Ready in 10 Days. Local Growth runs Dead-Lead Revival campaigns for appointment driven service businesses. Both practices share the same desks, the same review discipline and the same delivery standards.

Office

Richardson, Texas

1202 E Arapaho Road, Suite 140
Richardson, TX 75081

Office hours: Monday to Friday, 9:00 a.m. Eastern to 5:00 p.m. Pacific, a coast to coast coverage window for clients in every time zone. Email: hello@winwrightpartners.com

This is the firm's only office. All work outside Texas is delivered remotely, which is the standard operating model for federal and state proposal work.

How we work

Structured delivery, expert led at every stage.

Engagements are delivered through defined functions, supported by research and drafting systems, with expert review governing every client facing output. The functions below are staffed on a typical engagement, described by responsibility.

Function

Proposal Lead

Owns the engagement strategy: the bid or no bid recommendation, the win themes, the outline against evaluation criteria, and the final narrative. Accountable for the proposal as a whole.

Function

Compliance Reviewer

Independent of drafting. Builds the compliance matrix, runs the stage two review against it, and holds authority to stop a submission until every checkpoint is cleared.

Function

Research Analyst function

Monitors SAM.gov and all 50 state portals daily, tracks amendments and deadlines, researches incumbents and award history, and maintains the opportunity record for each client.

Function

Delivery Coordinator function

Runs the engagement calendar: intake, document collection, the mid engagement review, status reporting and the submission record. The client's single point of coordination.

Practice structure

Five desks, one standard.

Capture and Proposal Desk

Bid decisions, compliance matrices, drafting and submission for all proposal engagements.

Compliance Review

The independent second stage review function, applied to every proposal before submission.

Research and Opportunity Desk

Daily monitoring of 51 procurement portals and the firm's opportunity intelligence.

Local Growth Desk

Dead-Lead Revival delivery: consent audits, sequences, booking support and daily reporting.

Client Delivery

Engagement coordination, documentation and delivery standards across both practices.

Standards

Engagement letters on every matter. Confidentiality as standard. Response within one business day.

Credentials behind the standard

The experience record the firm's standards are built on.

The firm's delivery standard is set by a principal record of 15 plus years at senior level. That record, rather than any claim about the firm itself, is the basis on which clients are asked to judge the work.

2010 to 2015

Data Scientist, USAID programmes in West Africa

Data systems and evidence work on United States Agency for International Development programmes, where reporting was audited and deadlines carried operational consequences.

2015 to 2019

Principal Data Scientist, national financial services firm

Led a data science team and owned models, reporting and executive briefings in a regulated environment where accuracy was formally reviewed.

2019 to present

Generative AI Architect, Fortune 50 telecom

Design and review of generative AI systems at enterprise scale, including evaluation standards and review governance for production systems.

PhD in Data Science

Doctoral training in data science, with a research record in applied modelling and evaluation. In proposal work, win themes are treated as hypotheses to be evidenced, not slogans.

Fulbright Scholar

Fulbright Scholar, United States. A selective national programme reflecting peer reviewed academic standing.

What the firm will not do

Promise a win. Charge a percentage of an award. Invent past performance, clients or results. Submit a proposal the firm believes will be found non compliant. Where a bid is wrong for a client, the free memo will say so.

Judge the firm by its first deliverable. It is free.

The bid or no-bid memo is the firm's standard introduction: one page, evidence based, within one business day.

Request a free memo

Government bid writing and dead-lead revival: questions and answers

Every question the firm is asked most often, across both practices, answered in full. If a question is not covered here, the Contact page reaches the firm directly, with a response within one business day.

Bids and proposals

Because many solicitations are a poor fit, and a client should learn that before paying anything. The memo reviews fit, competition and compliance risk. If the answer is no bid, the client keeps the memo and pays nothing. If the answer is bid, the decision is made with full pricing already known.
No. No honest proposal firm can guarantee an award. Evaluators, price and competition sit outside any writer's control. What the firm guarantees is process: a compliance matrix, a full draft, two stage review and submission on the agreed date.
Percentage fees create the wrong incentive and can create compliance problems for the bidder. A flat fee keeps the firm's duty clear: write the strongest compliant proposal possible for a known price.
The solicitation link, SAM.gov status where relevant, basic company facts, key staff and any past performance the client wants put forward. A short intake list is issued after the memo, so no documents are gathered for a bid the firm advises against.
All 50 states. Federal work runs through SAM.gov, state work through each state's official procurement portal, and local work through agency portals. The States section of this site names the official portal for every state.
Possibly, and the firm will give a straight answer on day 1. A compressed engagement is accepted only where the full review standard can still be met. Where it cannot, the memo will recommend passing and preparing properly for the next opportunity.
Proposals are produced through the firm's Capture and Proposal Desk and held to a principal standard built on 15 plus years across USAID programmes, national financial services and Fortune 50 technology, with independent review by the Compliance Review function before submission.

Pricing and engagement terms

Bid-Ready in 10 Days: $4,450 flat for a first federal proposal, $2,950 flat for state, local and repeat proposals, with 50 percent due to start and the balance on submission. Dead-Lead Revival Pilot: $1,497 flat for 14 days, plus $75 per kept appointment. The bid or no-bid memo is free.
No. Where a solicitation is materially larger than standard scope, the free memo states the fee for that scope before any commitment. There are no hourly charges, no success fees and no percentage arrangements.
Yes. Confidentiality is a standard term of every engagement letter. Client facts, pricing inputs, lists and records are used only for that client's work and never shared across engagements.
Within one business day, as a published delivery standard. Office hours are Monday to Friday, 9:00 a.m. Eastern to 5:00 p.m. Pacific.

Dead-Lead Revival

Four structural rules. The firm works only the client's own past enquiry list. Email goes first. Text messages are sent only where documented consent is on file. The client is always the sender of record, and every campaign is reviewed against the client's state telemarketing rules before launch.
An appointment booked through the campaign and attended by the customer. Cancellations and no shows are not charged the $75 performance fee.
Yes. The pilot runs in all 50 states. The consent audit and the state rules review are completed for the client's state before any message is sent.
